The share of people spending more than 40% of their income on housing — a direct measure of affordability stress.

The housing cost overburden rate is the share of the population living in households that spend more than 40% of disposable income on housing — rent or mortgage, plus utilities and upkeep. It is a direct gauge of how many people are squeezed by housing costs.

Why it matters

Watching this alongside inflation gives a fuller picture of real living standards than prices alone.
